Campus Development — Residential Hostel, Library & Classroom Block
Campus upgrade — 35,000 sq.ft.: hostel, library & classrooms to boost learning and student housing.

Introduction
Lal Bahadur Shastri Mahavidyalaya in Dharmabad has taken a big step toward upgrading its campus facilities. The development program — a combination of a new residential hostel, a modern standalone library, and a new classroom block — is designed to improve student life, academic delivery, and the college’s overall standing in the region. In this post I walk through what was built (and what’s under construction), why it matters, and a practical budget snapshot to help administrators, donors and stakeholders make informed decisions.
Project overview: what we delivered
Project title: Campus Development — Residential Hostel, Library & Classroom Block
Client: Lal Bahadur Shastri Mahavidyalaya, Dharmabad
Location: Dharmabad, India
Total built-up area: ≈ 35,000 sq.ft.
Status: Library & Classroom Block — Completed. Residential Hostel (G+3) — Ongoing.
Major components
Residential Hostel (G+3) — ≈ 15,000 sq.ft., capacity for 200+ students, dormitories, washrooms and common areas. Work progressing as scheduled.
Library (standalone) — ≈ 5,000 sq.ft., main reading hall, digital resource rooms, reference sections. Completed.
Classroom Block — ≈ 15,000 sq.ft., 12 classrooms, each for 60–70 students. Completed.
Why this matters
Investing in campus infrastructure is about more than bricks and mortar. This development will:
Improve student welfare: Safe, on-campus accommodation helps students from distant areas access education without daily travel strain.
Enhance learning outcomes: Dedicated library spaces with digital resources support research and self-study.
Increase capacity: New classrooms ease crowding and enable the college to scale enrolment.
Strengthen reputation: Modern facilities attract better faculty and partnerships, and help the college compete regionally.
Budget snapshot — clear, practical ranges
Below is a concise budget summary based on the built-up areas and typical institutional construction allowances. These are ballpark estimates to guide planning and fundraising.
Total built-up area: 35,000 sq.ft. (Hostel 15,000 | Library 5,000 | Classrooms 15,000)
Estimated all-in project cost (incl. soft costs & assumed 12% GST):
Low-cost scenario: ≈ ₹9.03 Crore
Mid-range scenario: ≈ ₹11.87 Crore
High / premium finishes: ≈ ₹16.25 Crore
Per sq.ft. (all-in): approx. ₹2,580 (low) → ₹3,393 (mid) → ₹4,643 (high)
What these include: civil works, standard MEP, FF&E allowances (library stacks, basic IT), professional fees (PMC), contingency, external works, and GST assumption.
What’s excluded: land costs, major external utilities beyond basic connections, specialized lab equipment, imported long-lead items, inflation beyond estimate, and special statutory levies.
Typical line-item priorities
For institutions planning similar projects, budget allocation often looks like:
Structure + finishes: ~60–65%
MEP (electrical, plumbing, firefighting, HVAC if needed): ~12–18%
FF&E and digital/library fit-out: ~5–8%
External works and landscaping: ~2–4%
Professional fees & approvals: ~6–8%
Contingency: ~5–8%
Taxes: applied separately
Practical next steps for the college
Finalize specifications & finish levels (basic / standard / premium) for accurate contractor pricing.
Complete site survey & geotechnical report if not already done — foundation type can alter cost significantly.
Prepare BOQ and tender documents and invite at least 3 competitive bids.
Engage a PMC or quantity surveyor to manage costs, quality and timelines (the budget above assumes a PMC fee).
Plan funding & phasing — complete the library & classrooms (already finished) first to demonstrate impact for donors while hostel construction finishes.
Impact snapshot: what success looks like
200+ students housed safely and affordably on campus.
A modern library with digital resources that supports research and exam preparation.
12 classrooms reducing overcrowding and enabling new programs.
Improved student retention, better academic performance and stronger community trust.
Closing & call-to-action
Lal Bahadur Shastri Mahavidyalaya’s campus upgrade is a strong example of institutional investment that directly improves access to education and student experience. If you’re part of the college leadership, a donor, or a consultant, the next practical move is to convert these estimates into a detailed BOQ and tender pack.
